Apply for the Additional Restrictions Grant

The Government implemented a package of grant support for businesses impacted by the Covid-19 pandemic. The Additional Restrictions Grant (ARG) is aimed at businesses which have been unable to benefit from previous support schemes. It is important that awards are made promptly to businesses many of which will have been effectively unable to trade since March 2020.

Wandsworth has been allocated a one-off amount of £6.59 million to be used for the ARG across Financial Years 20/21 and 21/22.

Eligibility

We reserve the right to alter the eligibility criteria in the light of experience and demand for the scheme.

Eligible businesses

To be eligible for a grant under this scheme, businesses must not have been eligible for or received a grant or relief under any of the following Council administered schemes:

  • Small business grant and/or Small Business Rate Relief
  • Nursery relief
  • Retail hospitality and leisure extended rate relief
  • Retail hospitality and leisure grant
  • Discretionary business fund grant
  • Local Restrictions Support Grant (Closed) addendum grant

To be eligible, businesses must:

  • Have been trading on 4 November 2020 (the day before lockdown) to be eligible.
  • Provide proof of loss due to the impact of the pandemic.
  • Have fixed ongoing business-related property costs e.g. Business Rates, rent, lease agreement etc. Council Tax and residential mortgages are paid by individuals and cannot be considered business costs.

Ineligible businesses

Businesses which are in administration, insolvent, have been or are listed to be dissolved, or where a striking-off notice has been made are not eligible for funding under this scheme.

Businesses that have already received grant payments that equal the maximum levels of State aid permitted under the de minimis and the Covid-19 Temporary State Aid Framework (Eu800,000) are not eligible for the scheme.

The following categories of property and/or business are ineligible for this scheme:

  • Businesses run from domestic properties
  • Advertising rights
  • Car parks and car parking spaces
  • Communications
  • Local Authority or Government run Services
  • Schools
  • Telephone kiosks
  • Banks and financial institutions
  • ATMs

Grant payments

This scheme provides a one time only payment.

Awards are graduated according to the level of fixed ongoing property costs as set out below:

  • Rateable value > £51,000 or, if no RV, annual rent/lease costs > £25,500 – Award of £10,000
  • Rateable value between £15,000 and £51,000, inclusive, or if no rateable value, annual rent/lease costs between £7,500 and £25,500, inclusive – award of £5,000
  • Rateable value < £15,000 or, if no RV, annual rent/lease costs < £7,500 – Award of £2,000

We reserve the right to alter the level of awards in the light of experience and demand for the scheme.

The scheme will be run on a first come, first served basis and once the full allocation has been spent, no further grants will be paid.

Timescales

Applications to the scheme will be accepted up to and including 15 January 2021 following which a formal review of the scheme will be undertaken.

If your application is properly completed with all relevant supporting documentation it will be processed as quickly as possible. If your application is incomplete, you will be contacted again for the missing information.

Due to resource constraints, we cannot enter into any correspondence or discussion relating to the progress of an application. 

Outcomes

If your application is successful, payment will be made via the BACS system to your business account which must be the bank account entered on your application.

If your application is unsuccessful, you will receive communication indicating the reason for rejection following the review of the scheme in mid January 2021.

Apply

Businesses must complete all relevant areas of the form and provide the requested supporting information. Failure to do so may result in delays in processing applications and, in extreme cases, ineligibility for the grant.

  • Your details
  • Business owner’s details
  • Business details (including VAT registration number and either Company Number, if Ltd or LLP Business, or HMRC Gateway Tax Reference Number, if Sole Trader.)
  • Business Rates account reference (if applicable)
  • Bank details

Payments made in error, either by the applicant or by us, will be recovered. If at the point of completing your application you believed that your business had suffered financially but later discover that this was not the case, these grant payments are refundable.

We reserve the right to check the information provided by applicants and, if found to be false, will institute recovery processes for the repayment of any monies paid and consider taking appropriate legal action.
