Tower and fixed crane operation

In the interest of public safety, Section 178 of the Highways Act 1980 requires a tower or fixed crane that oversails the public highway to be licensed. We are responsible for managing and issuing crane oversail licences.

The information on this page relates only to an application for a licence for a tower/fixed crane operation.

If you wish to licence a mobile plant operation (such as mobile cranes, cherry pickers, hiab, concrete pumps, scissor lifts) you should read information regarding how to apply for a mobile plant licence.

How to apply

Download and complete an application form for a tower/fixed crane operation and return it to us for an initial highway assessment.

What happens next

We will contact you in writing within 14 days. If there is no objection to your application you will be asked to pay the fee. When you have paid the fee a licence approving the tower crane will be issued.

Cost

The fee is £162.74 for the first licensed month, or any part of it.

For the following months the fee is £108.19 per month or any part of the month, up to a maximum of 12 months.

How long is the licence valid?

After 12 months if a licence is still required a new application must be made.

If operations exceed 12 months or the operation details change, you must submit a new application for each change or for the 12 month period.
