What will you deliver as part of the Winstanley Neighbourhood Regeneration?
At the Council Cabinet meeting on 14 July 2025, the next phase of the Winstanley Neighbourhood Regeneration was approved.
This sets out the significant investment planned in the area over the next 10 years to improve homes, spaces and services in the area, such as:
- Around 2,500 new homes will be built, with at least half as Council homes for local people – supporting local families and ensuring a fairer housing offer
- New and improved community facilities, including a modern leisure centre, a new library, and spaces for local groups and events
- Green spaces for all, with new parks and play areas being created now and in the future
- Everyday essentials close to home, like shops, cafés, restaurants, and health centres
- Streets and open spaces that feel safe, welcoming and easy to get around – whether you’re walking, cycling or using public transport
- Better connections to the wider area, including easier access to Clapham Junction station, so it’s simpler to get to where you need to go
What has happened since the end of the Joint Venture partnership?
The Joint Venture was originally set up to deliver a 12-to-15-year estate regeneration project, which was carefully phased to deliver benefits for local residents as early as possible.
In December 2024, we took back control of the Winstanley Neighbourhood Regeneration project (also referred to as the York Gardens masterplan) giving the Council and residents more opportunity to make shared decisions about the future of the area.
In July 2025, we completed Braund Mansions, which has enabled 126 families on the estate to move into newly built council rent homes.
As part of the York Gardens masterplan so far, we have also delivered:
- A replacement new school for Thames Christian College
- A new Battersea Baptist Chapel
- A new replacement multi-use games area
- A children’s play area
We’ve also made progress on Block 6, with Pennethorne House now vacant. Hoardings have been installed around the perimeter of the building to secure the site ready for demolition.
We are still committed to unlocking the direct delivery of around 2,500 new homes alongside new community spaces and facilities In the Winstanley Neighbourhood.
We will continue to engage with residents to develop and deliver the remaining phases of the masterplan and plan to share an update on the programme after summer 2025.
How is the Winstanley Neighbourhood Regeneration being funded?
We have taken full control of the project so that more of the decisions and profits stay in public hands and go back into our community. We will also be looking to secure external sources of funding including Mayoral grant and borrowing to help fund future phases.
The profits generated from the development will now be reinvested directly back into the estate and surrounding area through the Winstanley Neighbourhood Regeneration.
This includes funding for local projects and initiatives aimed at helping to:
- Reduce crime
- Provide new green spaces
- Support children and young people living in the area
When will I start to see the improvements?
Some of the work on these improvements have already begun, such as enhancements to Falcon Bridge Road.
However, we want to work with residents to develop these projects and initiatives in more detail and in September will begin engagement with residents at the Battersea Community Festival.
How can I have my say on Winstanley Neighbourhood Regeneration?
We will be officially launching the Winstanley Neighbourhood Regeneration at this year’s Battersea Community Festival on Saturday 6 September 2025, where the local community can come and talk to us.

We will also write to you again to share more information about how we plan to bring forward the remaining phases of the Winstanley Neighbourhood Regeneration. All residents will be invited to share their feedback on the plan and join a new Community Panel to form part of a working group for the regeneration.
