Community Sports and Physical Activity Network
Learn about the terms of reference for our Community Sports and Physical Activity Network (CSPAN), which has been set up to support our leisure strategy, Wandsworth Moves Together.
Aims and commitments
Through the creation of the CSPAN we will unite council services, voluntary organisations and community organisations to increase our residents’ participation in sport, leisure and physical activity. We are seeking to remove barriers to participation and to create access to a wide range of opportunities to support our residents and communities to get active.
Over a five year period the CSPAN will play a pivotal role in delivering our leisure strategy and monitoring its success.
Purpose
Overall, the purpose of the CSPAN is to:
- Develop a shared purpose across diverse local stakeholders
- Guide decisions on the strategic direction, design, development, promotion and implementation of the Wandsworth Moves Together strategy
- Monitor the strategic performance, effectiveness and impact of the Wandsworth Moves Together Strategy
- Help ensure any learnings are built into future phases of the network and strategy
- Monitor strategic risks and opportunities
Objectives
The CSPAN's objectives are to:
- Ensure a partnership approach to strategy delivery
Monitor and oversee strategy delivery - Promote organisations, coaches and facilitators and increase awareness of sports volunteering and workforce development opportunities
- Attract new resources for the borough for physical activity and sport through planning joint funding bids and linking with potential public, private and voluntary sector investors
- Develop a methodology on local data collection and reporting that can be used by all partners and ensure future planning is based on evidence.
- Make reports and recommendations on programmes to relevant bodies on initiatives that raise participation in sport and physical activity
- Act as an advocate for physical activity and sport by influencing and informing decision makers at a local, regional and national level
Chair
The appointed chair, Keith Newton, will act as a leader, connector and influencer for the strategy vision helping Wandsworth become one of London’s most active boroughs by giving our residents better access to high-quality physical and leisure activities, so they can enjoy happier, healthier, and more fulfilling lives.
The Chair will ensure that strategy delivery is collaborative, cross-sector and representative. Crucially, the Chair will be responsible for leading members in delivering Wandsworth Moves Together and ensuring that residents are at the forefront of any decisions made in relation to strategy delivery.
Members
The CSPAN will appoint members, who will be asked to commit to the group for an initial year. The commitment will see each member play an active role in quarterly sessions, sharing their experiences and knowledge with the group. Each person will be chosen because of their specific area of expertise. Aside from actively engaging in sessions, we expect members to represent their network or area of expertise by gathering information and insight and advocating for the work of network outside of sessions, and bringing this information back to enrich delivery.
The Chair and organisers appreciate that members will be connected to local organisations, however they will be encouraged to focus on the wider impact on residents, advocating for all our residents to have increased access to safe, quality and engaging physical activity.
Expectations of members
As a group and as individuals, members will be:
- Respectful of each other and open minded, each with an open voice
- Inquisitive and ambitious
- Non-partisan
- Inclusive – considering the needs of all and in particular under-represented groups
- Willing to constructively challenge
- Equally driven by what is best for sport/physical activity and best for residents, and
- Focused on seeking out workable and pertinent recommendations
Resignation
The Chair and administrators should be informed in the event of an organisation resigning from the CSPAN, or a change in representative.
Workshops and events
Workshops are held quarterly either online or in person. Each meeting will require a minimum quorum of four separate organisations to be in attendance. Sessions will last approximately one and a half hours.
The first half of the session will be spent discussing a theme that includes guests and experts for that subject. Other items include the Wandsworth Moves Together strategy, joint work by partners, funding opportunities and partner updates.
There will be scheduled events throughout the year which we would like all members to support. These include:
- Active Wandsworth Awards – an annual celebration event recognising individuals and community organisations achievements for their role in supporting community sport & physical activity
- Member events – Members will be encouraged to share their own events that are happening throughout the year, which are designed to celebrate sport and physical activity success stories in the borough
Administration
Administration for the CSPAN will be delivered by Wandsworth Council, including booking workshops, sessions, and session write-ups.

Decision making
Each member of the CSPAN will have equal status and voice. For a CSPAN meeting to be quorate, the Chairperson must be in attendance and four other organisations must be in attendance (in person or virtually via Teams). The CSPAN will seek to reach decisions by consensus. Where a consensus is not possible a simple majority vote of members present will determine the matter. The Chairperson who is chairing the meeting will hold a casting vote if needed.
Monitoring and evaluation
Wandsworth Moves Together references a range of metrics and measures of success and the CSPAN will broadly work along these lines. In addition, the CSPAN will help to shape meaningful metrics and measures for its work. Measures of success of the CSPAN itself will include:
- Number of sessions convened
- Number of attendees
- Feedback from attendees
- Development of CSPAN workplan
