Decarbonising buildings across the borough
We want to become a carbon neutral council by 2030 and a net zero borough by 2043.
The majority of emissions in Wandsworth come from domestic buildings (42%) and transport (21%), showing the strong need for us to decarbonise our buildings.
Retrofit strategy
Our retrofit strategy includes assessing our current building stock and providing recommendations for retrofitting our housing stock. It also supports homeowners and the private rental sector in doing the same.
Decarbonising our buildings
We have undertaken several decarbonisation projects on our buildings throughout the borough.
Yvonne Carr Family Hub
We replaced the gas fired boilers with an air source heat pump and upgraded the pipework and radiators. We also upgraded the lighting to LED lights.
This project cost £435,000, and was funded by our decarbonisation funds. It is expected to reduce annual energy use by 50%, saving 16 tCO2e per year.

Wandle Recreation Centre
We replaced gas fired boilers with air source heat pumps and an air handling unit.
This project cost £674,603, and was funded by the Public Sector Decarbonisation Programme and our decarbonisation fund. It is expected to reduce annual energy use by 12%, saving 9 tCO2e per year.
Roehampton Sports Centre
We installed an air source heat pump, upgraded the radiators, and made enhancements to the power cabling.
This project cost £478,843, and was funded by the Public Sector Decarbonisation Scheme.
Fircroft Primary School
We installed an air source heat pump, new lighting controls, and a replacement roof with added insulation.
This project cost £436,254, and was funded by the Public Sector Decarbonisation Scheme.
Resident decarbonisation projects
We deliver energy efficiency projects for residents, especially those on low income or in poor energy efficient homes.
We promote grants for our residents and work with the Department for Energy and Net Zero (DESNZ) to develop a smart meter promotion program across the borough.
We also apply for funding on behalf of our residents, such as the Warm Homes: Local Grant.
Resident advice
We provide energy efficiency advice and help for residents to address the cost of living crisis.
Free Warm Home Packs are available for eligible residents, helping households reducing energy bills by up to £200 a year and making homes more comfortable in colder months.
We also work with the cost of living team to inform residents about energy efficiency measures they can implement at home, which also help reduce energy bills.

Green skills
We lobby local education and training providers, like the University of Roehampton and South Thames College, to increase retrofit skills and training.
We collaborate with South London Partnerships to support and promote retrofit skills using funding from the Department for Energy Security and Net Zero (DESNZ).
We worth with Work Match through Employ Wandsworth to deliver retrofit and green skills in the borough.
We secure government funding to provide subsidised or free courses and training through partner organisations and colleges. Where possible, we also fund courses through partner training organisations and colleges, including the Retrofit Academy.
Low carbon heat network
The Energy Act 2003 gives the government the power to implement heat network zoning in England.
We are working with the Greater London Authority (GLA) on London's approach to heat network zoning. This will help identify and clarify the responsibilities of different organisations in developing heat networks.
Social housing stock
Energy efficiency improvements will be made to social housing using funding from the Social Housing Decarbonisation Fund (SHDF).
We are also working with the cost of living team to implement housing related recommendations from the Cost of Living Commission.
Delivering new build homes
We are aiming to deliver new build homes that meet or exceed sustainability standards. All homes in the design stages will benefit from passive-house levels of air tightness and insulation.
Housing stock data
We commissioned Metastreet to review housing stock in the borough and assess stressors, especially in the private rented sector. This data is helping us make informed decisions on how we can improve housing in the borough.
Decarbonising schools
Ten schools have upgraded to LED lighting to date.
We have also secured over £170,000 from the government funded Low Carbon Skills Fund (LCSF) to develop heat decarbonisation plans for 22 schools in the borough.
These plans will identify how each school can become zero carbon through energy efficiency and renewable energy technologies. The plans include the costs for implementation and high level financial and carbon benefits.
