Elmbourne Road traffic calming measures - trial factsheet

We have produced this factsheet for residents to help them understand the outcome of the Elmbourne Road traffic calming measures trial.

Trial details

From 20 May to 16 June 2024, trial parking suspensions were in operation during the Controlled Parking Zone (CPZ) hours of Monday to Friday 9.30am to 4.30pm.

In total, 32 spaces were suspended between Tooting Bec Road and Huron Road with a further 4 spaces between Bushnell Road and Bedford Hill.

A raised zebra crossing on Elmbourne Road at the junction Louisville Road was proposed.

An online consultation collected feedback. Traffic and parking surveys were carried out to monitor the effects.

Traffic monitoring

Traffic surveys showed overall no significant negative impacts from the trial.

There were no significant changes in HGV volumes.

A slight increase of Elmbourne Road mean speeds was recorded, on average by 0.6mph but remains acceptable at 17.1mph.

Traffic Management Policy has a threshold of 300 vehicles per hour (VPH) for further investigation on residential roads as a Priority 2b scheme. However, as Elmbourne Road has undergone extensive traffic calming in recent years, and with traffic volume reduced by 30% when comparing data from 2016, no further traffic reduction is planned.

Site observations showed that the parking suspensions worked well in accommodating two way traffic flow and reducing conflict.

Parking occupancy

The impact of the trial could be seen in some sections of Elmbourne Road, however there is sufficient parking capacity on Elmbourne Road and in the wider area.
