Southfields public realm improvements - what happens now?

Update May 2018

The design approach for Southfields is ready for consideration by Community Services Overview and Scrutiny Committee (CSOSC). A report is scheduled to go to the next CSOSC meeting on Thursday 21 June 2018. At the committee a recommendation for final detail design work, permission to construct the scheme and advertise Traffic Management Orders ready for construction will be made. The advertisement of Traffic Management Orders is a statutory process of 21 days and also gives members of the public an opportunity to support or object to the scheme as proposed.

Next steps

If approval to construct is given at CSOSC in June, construction could commence in September 2018. The works would be delivered in phases so competing demands on the transport network can be managed effectively. Taking account of breaks for Christmas and events such as the Wimbledon Championships, it is anticipated the works could take a year to complete.

Update February 2018

Design approach ready for committee approval in June 2018  

The design group meetings held in January 2018 were well attended and included very healthy discussion. Thank you to everyone who attended and contributed in order to represent the interests of the following:

  • Business community forum
  • Southfields Grid Residents Association
  • Southfields Triangle Residents association
  • Southfields Gardens residents association
  • Sutherland Grove Resident’s Association
  • Ward Cllr Southfields 
  • Wandsworth Living Streets
  • Mobility Forum
  • AELTC (Wimbledon Championships)

The final report

The final report with the proposed design approach and appendices is divided into six parts:

There is a final response statement made for each of the points raised by the group and suggestions discussed for realising opportunities and addressing concerns.

There is also a proposed General Arrangement plan for the scheme.

The committee report has now been rescheduled for June 2018 to tie in with amended funding timescales and a desire to provide more precise design detail for committee decision. 

Next steps

  • Prepare detailed design drawings and implementation/construction schedule
  • Continue liaison with businesses to gain agreement to resurface private forecourt areas
  • Apply for Wandsworth Local Fund funding (deadline 31 October 2018)
  • Prepare a report for June 2018 committee

Update December 2017

We have been working with Project Centre to develop designs for the area.

Manual and automated traffic surveys have captured pedestrian, cycle and vehicle numbers, speed and movements.  

Surveys of existing parking and loading arrangements have been noted and individual businesses visited to find out their current loading/unloading and delivery requirements. Collectively, this survey information provides a good baseline of information against which the impact of the final design proposal can be understood.

The design group will meet twice in January 2018 to agree the final design approach.

Reaching consensus on the final design by the end of January 2018 will enable us to take a report to council committee in February 2018 for approval to advertise Traffic Management Orders, create detailed designs and prepare for construction.

Update October 2017 

In late 2015/early 2016, we invited local people and businesses to have their say on proposals to improve the village centre area around Southfields station.

The overall aim is to create a street environment where people can easily access and enjoy local shops and services, particularly on foot. As Southfields Station is also the main gateway to the Wimbledon Tennis Championships this is an exciting opportunity to enhance the station junction area as a ‘gateway’ to the games.

The consultation results showed that people who responded were keen to see the following items addressed in the final design:

  • Decluttering (of signage and unnecessary street furniture, for example)
  • Improved footway materials and drainage
  • Enhanced pedestrian crossing facilities
  • Light controlled junction improvements
  • Two-way cycling on one way streets
  • Improved, managed and maintained shop forecourt areas
  • Greening/more trees/plants
  • More cycle parking
  • Review of delivery, loading and associated parking

Next steps

We have commissioned Project Centre to assist in developing final designs. A project design group including key representatives from the area will collaborate to create a final design approach for the area.

In the coming weeks we will be surveying pedestrian, cycle and vehicle speeds, numbers and movement as well as parking use and loading/unloading/delivery requirements. The surveys will help inform the approach of the final design by providing an understanding of the current situation on the ground for all transport modes. From this baseline of information we can see the likely impact of any of the proposed design changes and improvements.
