Elmbourne Road traffic calming

We have been developing traffic calming measures around the Elmbourne Road area.

Between 20 May and 16 June 2024, trial parking suspensions were in operation on Elmbourne Road during the Controlled Parking Zone (CPZ) hours of Monday to Friday 9.30am to 4.30pm.

A raised zebra crossing on Elmbourne Road at the junction with Louisville Road was proposed.

An online consultation collected feedback and traffic and parking surveys were carried out. 

Consultation responses

A total of 8,075 letters were delivered to residents of the Heaver estate and the wider consultation area.

We received a total of 139 responses from the consultation.

The feedback shows the majority agrees that traffic conditions on Elmbourne Road needs improving, and the main issues are seen as congestion, road rage, pedestrian safety, and speeding. The feedback also shows there is a good level of support for the raised zebra crossing on Elmbourne Road at the junction of Louisville Road. Before and during the trial of parking suspensions on Elmbourne Road, traffic and parking surveys were conducted in the local area to assess the impact of the trial. Conflict surveys were also conducted during the trial.

Traffic surveys

Based on traffic surveys, there is no evidence the trial has resulted in an increase in traffic volume, when comparing the baseline data with those gathered during the trial. There was a slight increase of 0.6mph in traffic speed on Elmbourne Road however the mean speed remains acceptable at 17.1mph.

Parking surveys

The parking surveys have indicated there is scope to absorb the parking spaces removed during the trial within the wider area, however it is recognised this has impacted Elmbourne Road between Tooting Bec Road and Huron Road. You can read the outcome of the parking surveys.   

Site observations showed that the parking suspensions worked well in accommodating two way traffic flow and reducing conflict. There were times when parking suspensions were not adhered to due to non-compliance or missing signs however when the suspensions were complied with the road did benefit from less aggression and less congestion.

The impact of the trial on parking occupancy could be seen in some sections of Elmbourne Road however there was still sufficient spare capacity at all times.

Conflict surveys

A conflict study consists of monitoring by video to observe occasions where any avoiding action was taken, a near miss occurred or congestion resulted in vehicles manoeuvring back and forth to pass each other. 

The conflict survey sampling has indicated inappropriate driving behaviour still took place during the course of the trial, but it was observed during site observations that the frequency of conflicts was less. You can read the outcome of the conflict surveys

Decision    

After careful consideration of all the feedback, we have taken the decision to proceed with the raised zebra crossing at the junction of Louisville Road, and to formally consult on the removal of parking fronting the common and four spaces between Bushnell Road and Bedford Hill to reduce traffic conflict on Elmbourne Road.

It is also proposed to remove the redundant overnight 'No Motor vehicle' restriction across the Heaver Estate.

To expedite the delivery of the proposed changes, we will be:

  • Suspending parking fronting the common from 2 September 2024 between 7am to 7pm Monday to Friday 
  • Suspending 4 parking bays between Bushnell Road and Bedford Hill as previously in the trial, between 7am to 7pm Monday to Friday
  • Commencing statutory consultation for the raised zebra crossing, parking changes and removal of 'No Motor Vehicles Except for Access from 9pm to 2am' restriction from 12 September 2024
