West Hill traffic management scheme details
The scheme aims to reduce through traffic and pollution on residential roads in West Hill ward.
Background to the scheme
The West Hill traffic management scheme was first launched as a trial back in March 2019.
It consisted of two consecutive banned left turns during the morning peak hours on Monday to Friday from 7 to 10am. The banned turns were from the Wimbledon Park Side into Withycombe Road, and the northern section of Inner Park Road.
This aimed to deter through traffic from leaving the A3 at Tibbet’s Corner and filtering through the residential streets in West Hill ward and beyond.
Trial outcome
The trial was effective, with traffic data indicating there was between 22% and 31% through traffic reduction from the A3 at Tibbet’s Corner. However, there were concerns of traffic displacement.
Subsequently, we made the trial permanent and introduced an additional banned left turn trial between Monday to Friday 7 to 9am into the southern section of Inner Park Road. The three consecutive left turn restrictions have resulted in 34% and 40% through traffic reduction over the morning peak hours.
Resident feedback
Based on the live consultation from the third banned left turn trial, West Hill residents raised concerns that their own access was being affected. We therefore carried out a new consultation to see if residents of West Hill ward would support the measures if they were exempt from all three banned left turns from Wimbledon Park Side.
Following consultation feedback, it is clear residents of West Hill ward are supportive of the West Hill traffic management scheme if they are exempt from the restrictions. We are therefore introducing an Automatic Number Plate Recognition technology scheme to address this concern.
Restrictions
There are three banned left turns of Wimbledon Park Side during the morning peak hours and the operational hours are as shown on the West Hill traffic management scheme drawing or as detailed below.
- Monday to Friday, 7 to 10am - Banned left turn into Withycombe Road
- Monday to Friday, 7 to 10am - Banned left turn northern section of Inner Park Road
- Monday to Friday, 7 to 9am - Banned left turn southern section of Inner Park Road
Exemptions
The following drivers can apply for an exemption free of charge:
- Local residents within the West Hill Ward
- School teachers operating within the schools within the West Hill Ward
- Children with special needs attending local school within the West Hill Ward (WAND card holders)
- Staff for rateable businesses within the West Hill Ward
The following groups drivers cannot apply for exemption, unless eligible under one of the criteria above:
- Residents’ courtesy cars
- Residents’ visitors
- Non-rateable businesses
- Traders
- Parents dropping children to school
- Taxis (Private hire vehicles)
- Delivery vehicles
Enforcement
Drivers who enter the West Hill traffic management scheme during the operational times without an exemption will be liable for a penalty charge notice.
Exemptions can be withdrawn if we obtain or receive evidence that an exemption is being misused.
Apply for an exemption
Those who are eligible can apply for an exemption for the West Hill traffic management scheme. This will last for two years.
Updating your exemption
You will need to update your exemption if you change your vehicle.
