Forward Plan
We publish a monthly Forward Plan setting out the executive 'key decisions' which are proposed to be made on behalf of the local authority over the months ahead.
The law requires notice to be given of these items looking 28 days ahead, but we seek to identify items over a longer period, up to 12 months ahead (the plan also lists some other proposed decisions not in the executive key decision category).

Winter Support Payment for low-income pensioner households
Notice made pursuant to s.10 The Local Authorities (Executive Arrangements) (Meetings and Access to Information) (England) Regulations 2012. The following decision will not have had the requisite 28 days on the Forward Plan ahead of an SO83(A) decision being taken on behalf of the Executive:
Subject
Winter Support Payment for eligible low-income pensioner households.
Action
To approve a scheme to provide eligible low-income pensioner households with financial assistance with the cost of fuel over the winter period. The scheme is expected to cost up to £300,000 to be funded from the Household Support Fund (HSF6) with any remaining balance funded from the Cost-of-Living Reserve, where appropriate.
It was considered impracticable to defer this decision to enable 28 days’ notice of the decision to be taken on the Forward Plan as pensioner households on low income require assistance with the cost of winter fuel. In order to ensure that they are not disadvantaged by losing out on the Government’s Winter Fuel scheme, the payment is aligned with the Government scheme both in value and timing of payment.
Until the decision is made, nothing can progress, impacting on the lead in time for sending out letters, collecting payment details and making payments. Delaying the decision would prevent the Council from being able to make payments as soon as possible, in line with the Government’s timetable and at a time when pensioners need support the most.
Key decisions
Key decisions are, broadly, those executive decisions likely to result in significant spending or savings, or likely to have a significant effect on people living or working in two or more wards in the borough.
About the plan
Where the plan gives the date of an Executive meeting, that body is due to make the decision. It will be supplied with reports via the relevant Overview and Scrutiny Committees and other committees; these reports will be published as they become available. Other documents may be submitted and again these will be posted here.
