North West Battersea area - Parking consultation

We asked residents in the North West Battersea area for their views on the possibility of introducing a Controlled Parking Zone (CPZ) to their roads.

Background

We have listened to local concerns about the parking and traffic conditions in this area which have included a petition from residents and businesses in Gartons Way, Chatfield Road and Mendip Road requesting the introduction of a CPZ. It is understood these difficulties are mostly caused by the number of commuter and other long-stay vehicles which are able to park for free and without a time limit.

Since the introduction of parking controls in one road can affect parking in an adjacent one, as some parking is displaced there, we usually consult over a wider area than the roads where the requests originated. View a plan of the consultation area

The aim of a CPZ is to prioritise parking for residents and businesses by deterring commuter and other long-stay parking by non-residents. It can help tackle problems with obstructed driveways/sightlines, congestion and make more space available for residents’ vehicles and those of their visitors.

A CPZ can only be introduced on roads that are 'Highway maintained at public expense', not on private roads or road/off-street parking areas associated with (current or former) Council housing properties. However, Parking Regulation Schemes (PRS) already operate in several Housing Estates within the North West Battersea area and these would remain unchanged if a CPZ were to be introduced on the Highway roads.

Check if you would be eligible for a CPZ permit

All new developments with 10 or more (and sometimes fewer) residential units are automatically excluded from new or existing CPZs as part of the planning approval process, meaning that occupiers of developments approved since 2003 with 10 or more residential units, or approved on the basis of being 'permit-free', would be unable to obtain parking permits should a CPZ be introduced.

It is the developer, marketing agent, landlord or your solicitor's responsibility to ensure that you are aware of any restriction or other conditions associated with the property when you buy or rent a property.

Due to the amount of redevelopment in the North West Battersea area, many newer properties would not be eligible for a CPZ permit should a CPZ be introduced. A list of known CPZ-excluded addresses within this consultation area is available below:

Consultation

The consultation opened on Friday 19 November and closed on Friday 7 January 2022. This consultation has now closed.

Results and decision

Overview of the consultation:

  • Of the 6,373 properties consulted, 310 were completed – a response rate of 4% of households across the whole consultation area
  • Of those responding to the question about current parking arrangements 210 (76%) of respondents are dissatisfied with the present parking conditions in the area
  • 208 (76%) supported the introduction of a CPZ their roads with 59 (21%) against
  • The preferred operational days were Monday to Friday from 101 respondents (37%)
  • The preferred operational hours were 9.30am to 6.30pm from 131 respondents (48%)

The outcome was reported to the Strategic Planning and Transportation Overview and Scrutiny Committee on 24 February and the Executive on 28 February 2022. See item 3.

We agreed to:

  • Introduce a CPZ in the highway sections of the North West Battersea area as shown in the plan
  • Carry out a review after at least 6 months of operation

What happens next

Officers have prepared a detailed design and implementation programme for the new CPZ. The new CPZ will be known as the Battersea B9 sub-zone.

The new CPZ will operate from 10 to 11am, Monday to Friday for the Permit Holder Only bays, and from 8am to 6pm, Monday to Friday for the visitor (Pay by phone only) bays.

Implementation

The new Battersea B9 zone will come into operation on Monday 20 February 2023

  • Parking bays will be marked where it is appropriate to park and yellow lines where it is not. Waiting restrictions marked with a single yellow line will operate from 10 to 11am, Monday to Friday, unless signed as operating for longer hours. At most junctions and other locations where parking would cause an obstruction, waiting restrictions will apply ‘At any time’ and will be marked with a double yellow line
  • Installation of posts, signs and lining is likely to commence from the beginning of January 2023
  • Between 10 and 11am, Monday to Friday, only vehicles displaying a valid B9 CPZ permit (resident, business or resident visitor) or paperless equivalent, will be entitled to park in marked ‘B9 Permit Holder Only’ bays to be marked on the highway roads with effect from Monday 20 February 2023
  • Permits will not be valid in the visitor (Pay by Phone Only) parking bays (operating 8am to 6pm) unless payment is made using the Pay by Phone service (RingGo)
  • Disabled Blue Badge holders will be able to park free of charge and without time limit provided they display a valid blue badge
  • Warning Notices will be issued, instead of Penalty Charge Notices, to any vehicles not displaying a valid permit (or paperless equivalent) during the first week of operation of the new controls.

How to apply for a CPZ parking permit

Applications for resident or business parking permits and paperless visitor permits should be made online from Wednesday 28 December 2022.
